im not sure what you mean by adding more tabs to the programs...but if you're trying to add more programs on the programs tab..just tap on the plus signs and it will ask you for the app that you want to place on that spot...

The only thing I could find is adding folders to the programs tab. It might help you out a little, but as far as I can tell you can't add more.

I believe I've also seen a mod on the tab (or a port from tf3d2) that shows all programs on the tab. I know the TF3D2 version also has more than the 18, but not sure how many.
